Educational Effectiveness Cycle: Annual Assessment and Program Review

Vanguard University firmly believes that:

  • Annual Assessment of Student Learning is essential for ensuring timely curriculum and instructional adjustments that maximize the effectiveness of student learning, and
  • Periodic structured reviews are necessary for a program’s thoughtful reflection on program outcomes and for external consultation on key program strength and challenges. These reviews help support program health, currency, and vitality.

To complete the program review process, programs:

  1. Conduct a self-study that includes a quantitative and qualitative data review, a contextual analysis, and a strategic visioning.
  2. Benchmark the program against similar academic programs at other institutions
  3. Review program enrollment, graduation, and alumni data
  4. Gather and analyze information on students’ experiences in the program
  5. Participate in an external review by a colleague from the academic discipline
  6. Develop an action plan based on findings from the program review

The program review will inform decisions made by the Dean, the Provost, and university decision-making bodies about allocating resources including space, equipment and materials, and staff and faculty positions.

An effective Program Review requires:

  • a clear specification of desired educational outcomes (definitions and criteria for achievement)
  • evidence of achievement
  • documentation of strategic planning and its implementation

Annual Assessment of Student Learning and the Program Review form a cycle of continuous improvement that supports program vitality and educational effectiveness (see the flowchart).
